The Dying Light 2 Veronika quest sees Aiden searching for a GRE doctor in Old Villedor, as he gets ever closer to finding out about the GRE trials and finding his sister. Your choices in the preceding quests will dictate if you can make this choice, as you have to side with Juan during the Dying Light 2 Help Jack Matt or Juan choice. You also need to give control of the antenna to Juan for the Dying Light 2 Jack Matt, Juan, or Frank choice. 

The choice comes once you have found Vincenzo in Courtesan Row Street, after speaking to Sophie at the destroyed Bazaar. Once you get there, he will contact Veronika on your radio, and she will ask you to meet her at the Dam in the Central Loop. As you go to leave the building, Juan will contact you and prompt the choice.

Choosing to help Juan discover the truth, will instead see you skip the Observatory with Veronika, and you will head directly toward the dam and the Colonel. This greatly speeds up the final part of the game, and you get toward Now Or Never, and X-13 much quicker.

If you decide to find Veronika instead, you will be directed toward the Dam again to find her. The rest of the quest is linear, and there are no major choices, but you will make your way through the GRE facility underneath the Observatory to find out about your past and sister.
