In Modern Warfare 2, you can unlock different Operators, aka Characters, by progressing the Campaign mode, purchasing the Vault Edition, completing particular Challenges, and doing other such things. We selected Operator Roze repeatedly, and finally, the Operator changed. During this process, we also restarted the system. So, we recommend you do the same. Whether you are on consoles or PC, restart the system and keep equipping the Operator till the change gets reflected.

Another fix we didn't try, but many players reported it to be working in fixing the Modern Warfare 2 Operator not changing issue is turning off the Graphic setting -> On-Demand Texture Streaming. You will find the said option in the Quality section of the Graphics settings.
